OSMI aims to encourage the adoption of open science monitoring principles and to promote their practical implementation. After being debated during the workshop at Unesco and subsequently reviewed online by more than 20 experts, the principles are now being submitted to Unesco for approval.

The research information landscape requires fundamental change. The signatories of the Barcelona Declaration on Open Research Information commit to taking a lead in transforming the way research information is used and produced. Openness of information about the conduct and communication of research must be the new norm. Open research information enables science policy decisions to be made based on transparent evidence and inclusive data. It enables information used in research evaluations to be accessible and auditable by those being assessed.

This comprehensive review explores the landscape of open science in the Western Balkan Countries (WBCs), offering insights into existing policies, infrastructure, and practices. The analysis spans a spectrum of stakeholders, encompassing decision-makers, research funds, institutions, and individual researchers. The review is structured into four sections, each shedding light on crucial aspects of open science. The initial section investigates Open Science /Open Access (OS/OA) policies in WBCs, providing a foundation for understanding the regulatory landscape. The second section delves into OS/OA repositories within the region, emphasizing the significance of digital platforms for research dissemination. The third section focuses on OA practices, elucidating the prevalence of national OA scientific journal in Directory of Open Access Journals (DOAJ). Additionally, a bibliometric analysis of OA publishing in the WBCs, based on Scopus-indexed articles since 2012, offers valuable insights into disciplinary representation in OA practices. The final section examines the intersection of OS/OA and public engagement, particularly within the realm of psychology. Highlighting examples from the STAR Center, this section showcases initiatives that contribute to the development of OS/OA policies, infrastructure, and practices in Serbia, underscoring the Center's dedication to citizen science.

Ce champ libre est l’œuvre de trois auteurs différents dont le principal, Éric Aunoble, a coordonné l’assemblage des textes. Après l’introduction générale écrite par Éric Aunoble vient un article du même auteur sur la préservation des sources en Ukraine, fruit d’une enquête de terrain menée par ce chercheur français. A la suite de ce texte sur l’Ukraine, vient un article du généalogiste Maxime Vichnevski, fruit de son expérience aux archives de Saint-Pétersbourg (Russie), et ce champ libre se termine par une vignette écrite par un collègue vivant en Russie, sur les archives en Crimée annexée. Éric Aunoble revient également par un paragraphe à la fin du second article pour en assurer la continuité thématique.

We’re continuing to experience a major technology outage as a result of a cyber-attack. The outage is still affecting our website, online systems and services, as well as some onsite services, however our buildings are still open as usual. Wi-Fi is available again at both sites, and we can also take card payments onsite at St Pancras. We anticipate restoring more services in the next few weeks, but disruption to certain services is expected to persist for several months.

Today, we’ve published a paper about the cyber-attack that took place against the British Library last October. Our hope is that doing this will help other organisations to plan and protect themselves against attacks of this kind. The threat of aggressive and disruptive cyber-attacks is higher than it has ever been, and the organisations behind these attacks are increasingly advanced in their techniques and ruthless in their willingness to destroy whole technical systems. This is of especial importance for libraries and all those institutions who share our mission to collect and make accessible knowledge and culture in digital form, and preserve it for posterity. Though the motive of the attack on the British Library appears to have been purely monetary, it functioned as, effectively, an attack on access to knowledge.

The scholarly publishing sector is undergoing its second digital transformation. The first saw a massive shift from paper to digital, but otherwise publishing retained many of the characteristics of the print era. In this current second digital transformation, many of the structures, workflows, incentives, and outputs that characterized the print era are being revamped in favor of new approaches that bring tremendous opportunities, and also non-trivial risks, to scholarly communication. It is our objective with this paper to examine the needs for shared infrastructure that will support this second digital transformation.

À l'issue de trois jours de pourparlers-marathon, la présidence du Conseil et les négociateurs du Parlement européen sont parvenus à un accord provisoire sur la proposition relative à des règles harmonisées concernant l'intelligence artificielle (IA), dénommée la "législation sur l'intelligence artificielle". Le projet de règlement a pour objectif de veiller à ce que les systèmes d'IA mis sur le marché européen et utilisés dans l'UE soient sûrs et à ce qu'ils respectent les droits fondamentaux et les valeurs de l'UE. Cette proposition qui fait date vise également à stimuler l'investissement et l'innovation dans le domaine de l'IA en Europe.

Many people think of science as complete and objective. But the truth is, science continues to evolve and is full of mistakes. Since 1980, more than 40,000 scientific publications have been retracted. They either contained errors, were based on outdated knowledge or were outright frauds. Identifying these inaccuracies is how science is supposed to work. Finding and correcting publications — and keeping the scholarly record up to date — is part of the process. Yet these zombie publications continue to be cited and used, unwittingly, to support new arguments.
